Anytime a Police Officer stops an individual, and he or she does not feel that they can openly walk away, the officer has just intruded on that person s freedom of movement. The Fourth Amendment limits what the government or any person who is authorized to enforce laws of this country can or cannot do. The court uses the term reasonableness to determine if the government or officers actions were excessive or unreasonable.
